Blackburn with Darwen Council
July 2001 saw the start of a partnership between Capita and Blackburn with Darwen Council in the provision of services to both employees and the community.
Through the agreement, Capita provides a total end-to-end HR outsourcing service to Blackburn with Darwen Borough Council. Within this, Capita HR and Payroll Services are responsible for transactional HR and payroll administration of over 9,000 employees. Capita has recently completed the implementation of an integrated HR/payroll system eliminating the duplication of data entry onto multiple systems, thus reducing the administrative headcount. The second phase of the project is to roll out manager and employee self service functionality to certain populations of the Council.
Within Blackburn with Darwen Borough Council, 97% of schools have chosen to retain Capita as their Personnel Service Partner. Following the Council becoming an all purpose unitary authority, over 20 schools were in ‘special measures or serious weakness’. This has now reduced to two.
